HELP PAYING YOUR UTILITY BILL

November 1st through April 30th.
LEAP is a federally funded program administered by the Colorado Department of Human Services and is designed to assist with your winter heating costs. LEAP is not intended to pay the entire cost of home heating. If you are applying for LEAP assistance you should continue to pay your home heating bill.

Eligibility Requirements: You may qualify for LEAP assistance if:

  • You are a U.S. Citizen or a legal resident of Colorado

  • You pay heating costs directly to an energy provider or your pay the cost of heating your home with your rent

  • Your gross monthly household income falls within the guidelines set annually and posted November 1st of each year

  • Your maximum family household gross income falls within the guidelines given in the table below. "Household" means people who live with you and for whom you, as an applicant, are financially responsible

If you have applied for LEAP and still need assistance or if LEAP is closed, EOC’s Charitable Agency Network may be able to help. Each year EOC provides funding to local emergency assistance agencies to help pay for utility bills.

Crisis Intervention Program
The Crisis Intervention Program (CIP) operates year-round and is primarily intended to assist LEAP eligible households with the repair or replacement of the home's primary heating system such as a furnace or wood-burning stove. You must be eligible for basic LEAP to qualify for CIP. Applications are available at county LEAP offices.

GEO (Governor’s Energy Office) Income Based Programs

Energy $avings Partners Program

GEO has designed three levels, or “tiers”, of service delivery in order to respond cost-effectively to all low-income energy efficiency needs:

  • Tier 1
    High efficiency light bulbs and showerheads, combined with consumer education, delivered via mail, during interactions with utility assistance applicants or via home visits by youth corps; the target for these services in average to low consumers.

  • Tier 2
    In addition to Tier 1 services, focused investments, primarily appliance replacements (furnaces, refrigerators, freezers) in homes where this is the primary energy efficiency need.

  • Tier 3
    Comprehensive “weatherization” services, generally including insulation of attics/walls and reducing leakage in walls/windows/ducts, in addition to appliance replacements and Tier 1 services. The target here is high consumers.

Participation in the Energy $aving Partners Program is dependent upon income-level.
